PSU-NTNU Mandarin Training Center
PSU-NTNU Mandarin Training Center (PSU-NTNU MTC) was founded on January 14, 2022, in University Park, PA to commemorate the beginning of the ongoing institutional exchange and partnership that supports the study of Mandarin Chinese at the Department of Asian Studies. Joint efforts by academic units within National Taiwan Normal University (NTNU) such as the Department of Chinese as a Second Language, the Mandarin Training Center, and the Center for Psychological and Educational Testing led to the formation of a special unit for the Test of Chinese as a Foreign Language (TOCFL). Thus, energizing the promotion and research of Chinese language proficiency testing so as to cultivate operating professional teacher-training courses overseas for teachers in Pennsylvania.
TAIWAN HUAYU BEST PROGRAM
Penn State and National Taiwan Normal University (NTNU) signed a collaboration agreement for the “ Taiwan Hauyu BEST Program” on November 1, 2021, to promote Chinese language instruction and learning through academic cooperation and exchange of visiting scholars and students supported by PSU-NTNU Mandarin Training Center. NTNU will annually send two Chinese language instructors on exchange to PSU, while PSU students come to NTNU for in-depth Chinese language study with short-term scholarships (2-3 months) or long-term scholarships (6-12 months) to provide English language tutorials to local elementary schools throughout Taiwan. - Taiwan Huayu Best Scholarship
- Short-Term*: 2 or 3 months
- Long-Term: 1 semester or 1 academic year
- Scholarship: NTD28,000 per month (approx.USD915, 1USD=30.59NTD)
- Participate in: NTNU Hands Linked Program (Service Learning)
- The Test of Chinese as a Foreign Language (TOCFL) is a standardized test for non-native speakers of Chinese. All Huayu BEST participants must complete the TOCFL exam to be eligible for the scholarship.
- Scholarship recipients enrolled in the two-month summer session are required to take the TOCFL exam before arriving in Taiwan.
- Scholarship recipients enrolled in seasonal terms of three months or longer are required to take the TOCFL exam after arriving in Taiwan (regardless of whether they have taken it prior to departure).
- Applicants who do not have an existing TOCFL score at the time of application must provide an Affidavit Letter in place of test scores.
- Program participants are recommended to have starting proficiency at the CEFR A2 level before applying.

*Short-Term Chinese Course has a 2-month summer session and a 3-month summer session. For the 2-month session ( Jun.-Jul.), the tuition is NTD19,400* (approx. **NTNU Service Learning Program is also called the Hand-in-Hand International Companion program. The objectives of the program are to provide opportunities for international students to discover the essence of Taiwan from different perspectives, cultural exchange, and intensive interaction. Students will serve as English teaching assistants at local schools.
